Means of Resolving Conflicts of Financial Competences in Federal States
If it is acknowledged that constitutions in federal systems play an effective role in distributing constitutional powers among the different levels of government, the supreme legal rules in the state that regulate the exercise of these powers, then the public authorities and the various levels of government are required to comply with their provisions and not violate them. Despite the existence of coordination among the different levels of government, disputes concerning the exercise of constitutional powers are still expected to arise, particularly with regard to the exercise of financial powers.
